The rules changed with Decree 31/2024 (which removed the First Occupation Licence) and, since April 2025, require community approval by a 3/5 majority. What changed in the rules in 2024–2026?
Decree 31/2024 removed the need for a First Occupation Licence (you just declare the home complies with planning) and set technical standards. Since April 2025, community approval by a 3/5 majority is required before a new licence. In addition, the Supreme Court struck down the national single registry (NRUA) in 2026, so the focus returns to the regional VFT.
