Renovating in Málaga city is nothing like working on a gated-community villa: here the vertical city rules, with flats inside heritage buildings, communities built around Andalusian courtyards, and Ensanche blocks that are often more than a century old. At Costa del Sol Reformas we bring over 500 completed projects to a demanding urban fabric, where a full renovation has to coexist with narrow staircases, old timber floor slabs and the PEPRI heritage rules of the old town. We work with our own in-house team, no loose subcontractors, a 5-year guarantee, and project management in Spanish, English and German for the city's strong investor and expat profile. From the Centro Histórico to El Limonar, Pedregalejo or Teatinos, every district calls for its own approach, and that is exactly what we deliver.

Where we renovate

  • Centro Histórico. Flats in PEPRI-listed buildings with original slabs and joinery. Heritage-sensitive full renovations with tight access, in high demand for both homes and tourist rentals.
  • Soho (Ensanche Centro). The street-art district next to the CAC and the port. Tourist-apartment refurbishments dominate; under the VUT moratorium, upgrading a flat that already holds a licence is pure yield.
  • El Limonar. Tree-lined avenues and high-end detached villas near Monte Gibralfaro. Villa renovations, pools and open-plan kitchens for families and premium buyers.
  • Pedregalejo. A former fishing quarter by the sea. Low houses and characterful flats; renovations that keep the coastal character while adding light and terraces.
  • Teatinos. A young, fast-growing university area with newer stock. Flat renovations for families and updates aimed at the student-rental market.
  • Cerrado de Calderón. A residential estate of villas with sea views, among the city's priciest areas. High-end full renovations, home automation and outdoor spaces.

The property market in Málaga capital

Málaga city's housing stock is above all vertical and urban: flats inside old buildings in the Centro Histórico and the Ensanche, blocks listed under the PEPRI heritage plan, and communities with original joinery, courtyards and floor slabs. On top of that sits a very active tourist-rental market in Soho, the port and the centre, where the municipal three-year moratorium on new VUT licences has pushed up the value of properties that already hold one, and refurbishing them to raise their yield is now one of the most common requests we get. By contrast, El Limonar and Cerrado de Calderón concentrate high-end villas and detached homes. Each type, heritage flat, tourist apartment or villa, demands its own renovation approach, and that is the speciality of our in-house team.

Building permits in Málaga capital

Málaga City Council works through three regimes via its Planning Agency (sede.malaga.eu): a responsible declaration for minor, non-structural work (new floors, tiling, fittings, paint or windows keeping the existing openings), a minor-works licence for interior redistribution or a full renewal of installations, and a major-works licence for structural work, extensions or façades. In old-town buildings, the PEPRI Centro plan adds a specific authorisation for façades, balconies or external carpentry. We handle the paperwork and coordinate the qualified technician for each case.

Renovation costs in Málaga capital

Málaga city averages around €3,700–3,800/m² in 2026, with the Centre–East axis (old town, La Malagueta, El Limonar, Cerrado de Calderón, Pedregalejo) above €4,000/m² and renovated flats with sea views close to €5,000/m². That value per square metre justifies quality renovation: in older blocks, timber floor slabs, access for hauling materials up narrow staircases and PEPRI heritage protection all affect the budget. We always provide a closed, itemised quote, with no surprises mid-project.

They renovated my business premises and everything went smoothly. They met the deadlines, which was vital for me to open on time. The plasterboard partitioning turned out impeccable. You can tell they have a lot of experience with commercial premises.

FAQ

Frequently asked questions about renovations in Málaga

Do I need a permit to renovate a flat in Málaga's Centro Histórico?+

It depends on the scope. Changing floors, bathroom, kitchen or paint is usually processed as a responsible declaration with the Planning Agency; interior redistribution or renewing all installations requires a minor-works licence. If the building is PEPRI-listed, any work on the façade, balcony or external carpentry needs a specific authorisation. We handle and coordinate the whole process for you.

Can I renovate an apartment for tourist rental under Málaga's VUT moratorium?+

Yes, you can renovate the flat: the municipal moratorium affects the granting of new VUT licences, not the building work itself. In fact, because no new licences are being issued for three years, flats that already hold a VUT gain value, and refurbishing them to improve their yield is very worthwhile. We advise on finishes and layouts designed for tourist turnover.

How much does a full renovation cost in Málaga city?+

Every project is different. In older central buildings, timber floor slabs, access for hauling materials up narrow staircases and PEPRI protection all come into play, factors absent in newer stock in Teatinos or in a villa in El Limonar. That is why we always work with a closed, itemised quote after visiting the property, with no surprises mid-project.

Do you work across all of Málaga city and manage projects in English or German?+

Yes. We cover every district, from the Centro Histórico and Soho to El Limonar, Pedregalejo, El Palo, Teatinos or Cerrado de Calderón. We manage the project in Spanish, English and German, which is essential given the city's strong investor and expat profile, always with our own in-house team and a 5-year guarantee.

What is special about renovating an old building in the Ensanche or the old town?+

Málaga's heritage buildings often have timber floor slabs, outdated installations, narrow staircases and, frequently, heritage protection. That means reinforcing structures, planning material logistics and respecting elements listed under the PEPRI plan. Our in-house team is used to this kind of urban building, which is very different from a newly built villa.
